2016年,中国人民银行、国家外汇管理局建立全口径跨境融资宏观审慎管理政策框架,取消外债事前审批,极大地便利了境内机构跨境融资。近年来,随着新发展理念深入贯彻落实,各地涌现出一大批具有自主知识产权、技术,工艺先进、市场前景良好的创新型企业。部分创新型企业特别是中小微创新型企业在成长初期净资产规模较小,跨境融资额度的上限较低,部分融资需求难以得到充分满足。为鼓励创新,支持中小微高新技术企业健康发展,2018年国家外汇管理局在北京市中关村国家自主创新示范区开展外债便利化试点,允许符合一定条件的中小微高新技术企业在一定额度内自主借用外债。此项试点政策较好地满足了中关村部分中小微高新技术企业的境外融资需求,降低了企业财务成本。 为深入落实党的十九大关于加快构建更高水平开放型经济新体制,推动经济高质量发展的要求,进一步便利中小微高新技术企业充分利用境内境外两个市场、两种资源,国家外汇管理局决定,将上述外债便利化试点范围扩大至上海(自由贸易试验区)、湖北(自由贸易试验区及武汉东湖新技术开发区)、广东及深圳(粤港澳大湾区)等省、市。同时,进一步提高北京市中关村科学城海淀园区的外债便利化水平。 下一步,国家外汇管理局将继续按照党中央、国务院决策部署,稳住外贸外资基本盘,推出更多外汇便利化业务,持续优化外汇营商环境,促进经济社会平稳健康发展。同时,进一步完善外汇市场“宏观审慎+微观监管”两位一体管理框架,积极防范跨境资金流动风险,守住不发生系统性金融风险的底线。(完) 2020-03-23/jilin/2020/0323/1073.html

In the fourth quarter of 2020, China's current account registered a surplus of RMB 817.7 billion, and the capital and financial accounts recorded a deficit of RMB 276.8 billion. The financial account (excluding reserve assets) recorded a deficit of RMB 114.3 billion, and reserve assets increased by RMB 162.8 billion. In 2020, China's current account registered a surplus of RMB 1870.9 billion, and the capital and financial accounts recorded a deficit of RMB 726.6 billion.The financial account (excluding reserve assets) recorded a deficit of RMB 538.3 billion, and reserve assets increased by RMB 187.8 billion. In the US dollar terms, in the fourth quarter, China's current account recorded a surplus of USD 123.8 billion, including a surplus of USD 188.6 billion under trade in goods, a deficit of USD 28.5 billion under trade in services, a deficit of USD 40.5 billion under primary income and a surplus of USD 4.2 billion under secondary income. The capital and financial accounts registered a deficit of USD 41.9 billion, including a deficit of USD 42 million under the capital account, and a deficit of USD 17.3 billion under the financial account (excluding reserve assets), and reserve assets increased by USD 24.6 billion. In the US dollar terms, in 2020, China's current account recorded a surplus of USD 274 billion, including a surplus of USD 515 billion under trade in goods, a deficit of USD 145.3 billion under trade in services, a deficit of USD 105.2 billion under primary income and a surplus of USD 9.5 billion under secondary income. The capital and financial accounts recorded a deficit of USD 105.8 billion, including a deficit of USD 77 million under the capital account, a deficit of USD 77.8 billion under the financial account (excluding reserve assets), and reserve assets increased by USD 28 billion. In SDR terms, in the fourth quarter, China posted a surplus of SDR 86.9 billion under the current account, and a deficit of SDR 29.4 billion under the capital and financial accounts. The financial account (excluding reserve assets) registered a deficit of SDR 12.1 billion, and reserve assets increased by SDR 17.3 billion. In SDR terms, in 2020, China posted a surplus of SDR 194.4 billion under the current account, and a deficit of SDR 75.1 billion under the capital and financial accounts. The financial account (excluding reserve assets) registered a deficit of SDR 55.8 billion, and reserve assets increased by SDR 19.3 billion. The SAFE has revised the BOP data for each quarter since 2015 according to the latest data and released it through the section of "Data and Statistics" at the official website of the SAFE. 国家外汇管理局机关服务中心是国家外汇管理局直属事业单位,主要负责机关行政后勤保障工作。根据实际工作需要,现面向2021年度高校应届毕业生公开招聘1名事业编制工作人员。有关事项公告如下: 一、基本条件 (一)具有中华人民共和国国籍; (二)遵守宪法和法律; (三)具有良好的政治素质和道德品行; (四)具有岗位所需的专业或技能条件; (五)适应岗位要求的身体条件; (六)具备岗位要求所需的其他资格条件; (七)18周岁以上、35周岁以下;其中本科生不超过26周岁(1995年1月1日以后出生),硕士研究生不超过30周岁(1991年1月1日以后出生)。 有下列情形之一的,不得报考: 因 犯罪受过刑事处罚的人员;被开除中国共产党党籍的人员;被开除公职的人员;被依法列为失信联合惩戒对象的人员;受处分期间或未满影响期限的人员;在各级公 务员考试、事业单位招聘中曾被认定有舞弊等严重违纪行为的人员;法律法规政策规定不得聘用为事业单位工作人员的其他情形。 二、招聘范围 招聘对象须为2021年度全国普通高等学校应届毕业生(不含定向培养生、委托培养生、部队院校生、国(境)外大学毕业生,含两年内未就业的高校毕业生)。 三、招聘职位及具体要求 详见《国家外汇管理局机关服务中心公开招聘工作人员岗位需求表》。 四、招聘程序 (一)报名 报名人员将填写好的《国家外汇管理局机关服务中心公开招聘工作人员报名表》和身份证、在校期间成绩单(加盖教务部门公章)、学历学位证书(研究生提供)、就业推荐表等扫描件以附件方式发至电子邮箱(zhaopin_SAFEGSC@163.com),邮件及附件标题按“姓名+报考岗位+所学专业+毕业院校”格式注明。报名截止日期为2021年4月15日17:00。 (二)资格审查 根据报考资格条件和岗位需要进行资格审查,确定笔试人选。届时以电话或电子邮件方式通知笔试者本人。未通过资格审查的人员不再另行通知。 (三)笔试 笔试采取闭卷考试方式,由国家外汇管理局机关服务中心统一组织实施,主要测试报考者履职所需的基本能力和综合素质。笔试不指定教材、参考资料。 (四)面试 根据笔试成绩(合格分数线为60分)从高到低的顺序,按照拟聘用岗位人数1:5比例确定面试人选,不足1:5的按实际进入人数计算。具体事项将以电话或电子邮件方式通知。 (五)体检和考察 根据考生综合成绩(笔试、面试成绩分别占综合成绩的50%,综合成绩相同的,笔试成绩高者优先)从高到低的顺序,原则上按1:1比例确定体检、考察人选。如面试比例低于1:3的,考生面试成绩应达到80分及以上,方可进入体检和考察。 (六)公示和聘用 根据体检和考察合格人员综合成绩从高到低的顺序,按照1:1的比例确定拟聘用人选,名单在国家外汇管理局网站(www.safe.gov.cn)以及人力资源和社会保障部“中央和国家机关所属事业单位公开招聘服务平台”公示,公示期限为7个工作日。拟聘用人选公示期满没有问题或反映的问题不影响聘用的,办理聘用有关手续,福利待遇按照国家有关规定执行。 五、注意事项 (一)专业类别为报考者即将获得的最高学历对应专业,京内生源指普通高等院校学生中,常住户口为北京地区的列入国家统一招生计划(不含定向、委托,含两年内未就业)的学生。 (二)应届毕业生未如期取得聘用岗位要求的学历和学位证书或不能按期派遣的,将不予聘用。 (三)新聘用的事业单位工作人员按规定实行试用期制度,试用期满考核合格的,予以任职定级,不合格的,取消聘用。 (四)请务必保持通讯畅通,关闭号码拦截功能。因通讯不畅无法联系本人的,后果自负。 公开招聘咨询电子邮箱:zhaopin_SAFEGSC@163.com 联系人:王笑 010-68402159 附件:1.国家外汇管理局机关服务中心公开招聘工作人员岗位需求表 2.国家外汇管理局机关服务中心公开招聘工作人员报名表 国家外汇管理局机关服务中心 2021年3月18日 2021-03-22/jiangxi/2021/0322/1628.html

As at the end of 2020, China’s external financial assets reached USD 8703.9 billion, external financial liabilities reached USD 6553.6 billion, and net external assets totaled USD 2150.3 billion. In the external financial assets, direct investment assets amounted to USD 2413.4 billion, portfolio investment assets, USD 899.9 billion, financial derivative assets, USD 19.1 billion, other investment assets, USD 2014.9 billion, and reserves assets, USD 3356.5 billion, accounting for 28 percent, 10 percent, 0.2 percent, 23 percent and 39 percent of external financial assets respectively. In external liabilities, direct investment liabilities were USD 3179.3 billion, portfolio investment liabilities, USD 1954.5 billion, financial derivative liabilities, USD 12.2 billion and other investment liabilities, USD 1407.6 billion, accounting for 49 percent, 30 percent, 0.2 percent and 21 percent of the external financial liabilities respectively. In SDR terms, China’s external financial assets and liabilities reached SDR 6043.2 billion and SDR 4550.3 billion respectively, and external net assets totaled SDR 1493 billion at the end of 2020. The SAFE has revised the IIP data since 2004 according to the latest data and released it through the section of "Data and Statistics" at the official website of the SAFE.
